Question Suspicious app

Hi all,
An app has popped up on my partner's phone, it only caught my attention because it was hidden from the home and app screens.
Below is a pic of the app icon, when I open the app it just shows every app with an on off toggle. This doesn't look like a system app, I'm thinking decoy or hidden vault? Unfortunately I didn't get a screenshot of the app open.
Can anyone provide any details that might help identify it?

More than anything nefarious, sounds like a Setting shortcut to me. If it included a list of installed apps, that's the selector page for enabling/disabling overall notifications per app.
