swipe up for app drawer does not work

My sister has a Galaxy s9 plus, same as I have. It's on the newest update. However when you swipe up, nothing happens
 
Hi, do you have app drawer off ?
Long press empty page on home screen then tap home screen setting see of app drawer toggle off ?
 
I found what to do. it's not quite as simple as finding an outdoor toggle. My long press on the home screen, then tapped home screen layout, then told it to show home and app screens instead of just home screen.

only now I did exactly what it said, it put all the apps on one screen instead of spread out through five or six screens the way she had it before. I cannot find just a simple toggle to swipe up for the app drawer.

You just swipe up if using gestures not buttons
