Welcome to Android Central! That means the previous owner never properly reset the device, and there's a good chance it's stolen goods. This is Factory Reset Protection, and requires the owner's Google account information to sign in. If you know the previous owner, ask them to help. Otherwise, the tablet is useless to you.

Which email service are you trying to set up? Gmail? MS Outlook? Yahoo Mail? AOL?
Typically, when you first start up the default email app it will prompt you to enter then necessary log in info (i.e email address and password). With one of the major, popular email services it will just auto-configure itself and you should be good to go. If it's some other email service, i.e. a work or business that hosts its own email server, than you just need to manually enter the required info. Your work IT staff or person will be able to pass on what you need.
