syncing steps between S Health on Note 9 and Gear S3

Is it possible to sync the steps data on the Note 9 and the Gear S3 so that both devices show the same counts?

Yes but you will only see the steps recorded by the Gear S3.

1) Open Samsung Health app on your phone.
2) Click on the steps area.
3) Just under the graph, click the button.
4) Choose "Gear S3"
