System UI has stopped error message.

I have an S5, and every time I try to power on, it works but then shows the "Unfortunately, System UI has stopped." The only option I can tap is "OK". But when that happens, (I have an animated background with bubbles) it takes me to my home screen background, and nothing is there. The taskbar, my widgets, my apps, my apps page, gone. The touch pad still works (as in when I swipe, the background goes with it) but nothing is there. I can't do anything. It won't allow me to do anything. Does anyone have some suggestions on what to do?

Clear the cache of the system, power it off then press vol+ and power button and select Wipe Cache.
if it doesn't exist then you should flash custom recovery.
