System UI is not repsonding.

I've been getting that error frequently lately... about once a day, and for a few seconds my navigation bar goes away and then comes back. I was running AOKP build 7, and figured it was time for an update. I updated to AOKP m3, and I got the error message about 10 seconds after my phone booted up (this was while I still setting the phone up). I



Also noticed it doesn't seem like it's scrolling as fast when I try and scroll down a webpage (feels more like iOS).. Is there a setting I can change?

This happened after a full wipe, before I could even restore any data. Literally right after the phone booted up.

Maybe flash a different ROM?
