Anyone having a System UI error? Seems like moms phone and other HTC phones are having the problem

Problem started about 3 days on my phone. Error pops up and then most of the time my wallpaper disappears but then it comes right back.
I've got an s3 its rooted it used 2 happen if I installed an app. But now its happening every time I boot up. I've got philz touch recovery which provides an option to clean and install new ROM which provides better service than the old cwm recovery. So please can u help, yours thankfully paul
