Was poking around in the T-Life app. 911 Satellite texting has been made free, as predicted.
What I should have predicted was that a useful feature is opt-in and privacy invading is opt-out.
Anyway, tangent aside, I'm not sure if this is limited to certain plans but your phone obviously needs to have satellite capability in the first place.
