T-Mobile M8 Power Save Modes Not Working

If this has been covered already, I apologize, but I couldn't find a thread exactly like this. So, on the T-Mobile version neither power save modes turn off my data connection when the screen is off. Also, on Extreme Power Saver mode it doesn't seem to close all my apps except for that select few on the EPS home screen. I can say that Textra definitely still runs in the background because I got the popup with a text. Anyone else having these issues? I have the latest firmware version that just came out too.
