Purchased Tab 2 10.1 in US, live in Argentina, Do I have to have a smartphone or bluetooth device to be able to use this when not close to my WIFI, ie, using GPS on the road, ( I am in my 70,s so feel as though technology has passed me by)

You do not need anything more than Google maps and the built in gps. For email and Internet you will require some forms of access either by tethering to a cellphone or a simcard depending on your tablet model.
