Depends on the keyboard you're using, but the stock one has an option for it (using Samsung's Bixby voice recognition). Android also has the option to use Google's voice recognition service as do most 3rd party keyboard options.
 
Ok I installed it but it seems to be only for emails.I thought I would see a Microfone when I opened the text App?
 
You should. The voice recognition works FROM the keyboard, so depending on which one you use, you should see the microphone somewhere to start dictating. BUT this will only show if the keyboard is active (so tap on a text field first).

Now, since you own a Samsung phone, you have a couple more options for voice to text:
1) If you use the stock Samsung keyboard and you have the Bixby key enabled, you can tap on a text field and pressing/holding the Bixby key will automatically start voice recognition to type.
2) If you use GBoard as your keyboard, you can select Google Voice Recognition as the default keyboard (so that every time you tap on a text field that's the default mode it'll start with, skipping the keyboard altogether).
 
For the Samsung Keyboard, the microphone option does not appear on any of the keys. Instead it's a button on the toolbar above the keys (but remember, the keyboard needs to be active for this to appear, so gotta tap on a text field FIRST). Also, because this is in the toolbar, you can tap and hold the icon and move it, which also means it might be 'hidden' under the three dots on the right of the toolbar; if this is the case, just tap and hold and drag it back to the 'main' area so it's always visible.
