"tap to wake-up screen" feature

Yes, it seems like it may have been corrupted.

I am now able to have access to "Moto Display" but when I click on"Peak Display" I do not see "Approach to wake up".

How do I clear the cache?

I was able to clear the cache and "Approach to wake up" is still not there.

Last resort I could do a master reset but that is really such a pain.

Settings > Apps & Notification > See all apps > Moto (and maybe even Moto Actions too) > then tap Storage. There is the Clear Cache and Clear Storage options. You might have to even use the clear storage and just reset the Moto app back to the factory settings and then start over? Hopefully not, but maybe.

I just did a master reset and still nothing.

I am now resigned that I won't have that feature anymore.
