Does the HTC One have a task manager so you can close open apps?

Double tap home button and just swipe apps upward that you want to close

Just double tap the capacitive home key. A grid of screens should show up.

Swipe up on each screen to remove it/close app.

At least that is how I do it.

That doesn't really close the app. Android closes background tasks as needed. That screen is just recently used apps and just becuase an app is on that list doesn't even mean it is running.
 
2 GB of ram. Wouldn't worry about it.

Oh I know the RAM on the phone is enough.. Just some apps use cpu constantly so closing them is a good thing :).

Not really, in android, unless you have a rogue app. Use watchdog to identify bad apps and uninstall them. Again, clearing from the recent task list doesn't close them anyway.
