I think that's been out for a few days, i found something on droid life from the 18th that announced this.

I guess something has been released in the DLM
but I can't think of any reason why he wouldn't want people to talk about it.
unless he just wants people to pony up $2 to find out.

The app is a way for P3Droid and his team to get these leaks and things out to the public without posting them on the internet and having Motorola pulling them since they're so hell-bent on yanking everything they don't want out there.

It was.

Something along the lines of Sierra Bravo Foxtrot but he asked to not speak of it.

It's still not the full one though.
