Telcel galaxy s3 is only getting 3g

My girlfriends sister got a Galaxy S3 from AT&T. I thought it would get 4g or 4g LTE because it's from AT&T but it's apparently only getting 3g. Does it have anything to do with the sim card or anything? Is there any way to get 4g on it? Her old GS3 that she bought directly from Telcel in Mexico had 4g but she lost it.

Depends if the surrounding towers are sending a 4g signal.
