Text Messages Blue/Green not receiving?

[Android Central Question]

Why are some of my text messages in blue bubbles and some green? I am sending text messages and the bubble turns green and they are being received however when it is Green and the receiver replies I don't receive it. I have tried this with WIFI on and off and it is the same. I have checked all the message settings and can't find any that would cause this. I tried to delete and reinstall the message app but it only deletes from the home screen and is actually still there.

Welcome to Android Central! Which phone, which messaging app, and which carrier? Blue usually means that you and the other person have RCS chat features turned on, while green means it's simple SMS. Are the people whose replies you're missing using iPhones?
