Text messages don't sound after Oreo update.

Using Samsung 8+

I use one alert for all incoming messages. After the Oreo update i get messages and there is alert so restart my phone: alerts come back. But, that only last for so long. Even after the restart there's no alert if i'm using other apps like YouTube etc. I'm NOT using do not disturb and notifications are turned on.
