Text-To-Speech missing on THL 5000 (4.4.2)

I wanted to enable TTS on a THL 5000 (4.4.2) and installed Google TTS but this option is missing from Languages & input. Is this a bug or the option is somewhere else? I also checked accessibility and it's not there either. Google Voice Search is enabled. Is there any way to enable TTS or find the option? I would like to avoid rooting my phone, but if it's the only option...:-
