Texting/Calling app for my 8 year olds tablet?

Hi there,
I have an 8 year old child with a samsung galaxy tablet and I was wondering if there was a calling or even just texting app that she could safely use. Obviously it can't be Viber or any of the apps that are linked to an existing mobile number as that would allow her to access all of my contacts. I'd just like to enter two contacts (her mum and dad) so that she can text or call. It's mostly just for fun but it might be handy too. Would Skype maybe be the answer?
I'd also need it to not be able to receive calls from anyone not on the contact list. Thanks.

I will suggest google hangout dialer... She can call her parents and text as well.

Yeah google hangout dialer you should use i tried it also..
