Is there a way to get a pop up message at the lock screen and stay there?

It seems to go on top of the notification bar and goes away.

Did you enable the quick reply pop-up from the settings?

yes. it only works if my phone screen is on. if it's off screen, it will not pop up. only up at the notification bar.
