There is a Verizon ad at the top of the page that opens and closes causing the screen to scroll up and down by itself.

Nope. I haven't paid for anything. But I do use an ad blocker in my browser.

I'm using the AC Forums app. I don't know if that makes a difference. I don't have an ad blocker on my phone.

I use Opera on my laptop it has an ad blocker built in, maybe give it a try?
