If the owner of the phone has set a security code, you need that code to unlock the phone.

If you have the death certificate, bring the phone to the carrier and ask them to please unlock it for you. (If you don't, have whatever family member has it bring the phone in.)

If you bought a phone and were told that the owner died, it's probably a stolen phone.

Her contact information won't do you any good if she died, will it?
