The problem in maintenance Boot mode since update. Help!

I updated my phone to android 10. I have EMERGENCY CALLS ONLY bug and I need to go in Maintenance Boot Mode screen but when I press and hold the Power + Volume Down buttons, it won't to Maintenance Boot mode. It just turns on and off and again and again...
The Maintenance Boot Mode screen doesn't appear.

What am I not doing?
My boot loader is crashed?
What should I do?
 
To boot the Galaxy S9 into recovery, start by powering down the device. Once it's turned off, press and hold the Bixby and volume up buttons, then press and hold the power button. Release the power button once the phone turns on (while still holding onto both the Bixby and volume up buttons). Let go of the the remaining buttons once you see the blue screen with the Android logo.

thanks for your help. your suggestion is for recovery mode. I need to go to the Maintenance Boot mode.

Apologies! Try Press and hold the Power+Volume down buttons until the device powers off (approx. 10 seconds).
The Maintenance Boot Mode screen will appear after a little while

That's exactly my problem. The screen doesn't appear! the phone just shows me the logo of galaxy s9 and after that turns on and off, and repeat this circle.
 
Hmmm. Can you try this to see if it cures the emergency call issue:-
Go to the Home Screen of the device
Extend the notification bar from the top by swiping down from it
There should be a quick shortcut there for the Aircraft Mode, look for it and then tap it to activate the mode
Bear in mind that this will shut your phone off from all networks including Mobile Data and Wi-Fi. Make sure you are not doing any downloads while doing this
Wait for about 5 seconds with your phone in Aircraft mode
After waiting, tap on the Aircraft mode once again to disable it and return your phone to normal
Wait for your phone to finish connecting to its mobile network
Test to see if you can now make regular phone calls

How did you update to andriod 10 , through odin?

I've done all this before, but it doesn't work...
