How do we get it? It seems like a good idea because of how risky the apps store can be.

You want to run Andoid 2.2 with a stripped out Market app and ONLY be able to browse through a DOD proxy server??? So, no Market, and no way to download apps, unless you find a version which you find on someplace like XDA, which might have malware inside and you'd have to side load them.
