Theme store doesn't show up on my menu or settings. (Galaxy J5)

I know that there is supposed to be an option in the settings which says "Theme" on it but for me, it doesn't show up, it just says "Wallpaper" but when I go to app manager in my settings I find an app called "Theme Store" that can't be disabled or enabled, it just sits there. My only options are to force stop the app or uninstall updates. The thing is, it doesn't even show up on my home screen. I cannot find it anywhere except for the app manager.
