Thunderbolt SAR rating considerably higher than Fascinate...reason for concern?

Tbt 1.46 W/Kg

Body:
Fas 0.52 W/Kg
Tbt 1.20 W/Kg

I'm sure one or 14 of you have a good handle on this. Maybe even some bookmarked articles explaining this easily?
