I can't imagine the Thunderbolt will officially get ICS. It's already almost a year-old phone, and it took what has felt like ages for it to get an official Gingerbread release (not to mention, said GB release has been pulled back due to issues). I think they'll probably re-release GB for the Thunderbolt by the end of the year, and maybe one more small upgrade by next spring, and then they'll start shifting their attention to their newer phones.
On the other hand, even if it does get the update, chances are, it'll be heavily skinned with Sense and/ or whatever else they want to do with it. Personally, after seeing "vanilla" ICS on the Nexus, I don't think I could tolerate a manufacturer launcher/ bloatware again.
HTC has dropped hints they've given up on Gingerbread and are "sidegrading" us to an enhanced version of Froyo called "Gelati". It's like Froyo with richer features.
