Titanium Backup won't restore system apps

Hey. I backed up some user apps and some system apps to restore via Titanium Backup before reinstalling CM 13 on my Moto G 2015. Beforehand, I did all the stuff like enabling ADB, disabling mountspace name separation in SuperSU, and allowing SuperSU during boot. Problem is, Titanium Backup only restores the user apps the way its supposed to. When I try to restore the system apps, it only sits on 0%. It got to a point where I even left it on overnight to see if it just took longer but to no avail, it was still at 0%, after a 10 hour nap. Anyone know how to fix this or if I even can?
