TMobile 6t native video calling

Hey guys my 6t has native video calling through the dialer like they all should. Here's the problem my friend at work who I talked I to buying the phone and is also on TMobile, has same as version everything is identical to mine. Only his native video calling doesn't work. It doesn't even show up that he has the option to, even though after that last update he checked the box to allow the phone to use the video camera. Does anybody have a clue as to how we can fix that? He's already wiped the cache and he's already done a factory reset. Any help would be appreciated thank you.

See if Duo is installed on his phone. If not... Download and install. See if that changes anything
