To buy a Galaxy Note 9 that can be boot loader unlocked, 100% safe to buy Exynos chip based?

From what I have read, buying a US-based Note 9 (Snapdragon chipset), I will not be able to unlock the bootloader.

1) Is that correct?

If I buy an "international version" (Exynos chipset), I will definitely be able to unlock the bootloader.
