TomTom UK installation ' Unable to connect to TomTom Server '

I've got an android navigational with Android 4.1.1 ( Jelly Bean ) I believe it is, is there any way if any of you guys know whether I can install TomTom Uk 1.4 on my device bearing in mind it's not a phone? I've tried several times but I just get ' unable to connect to TomTom . As anyone had a similar issue trying to install TomTom on their phone maybe. Google Play will not recognise my device.
