Too quiet to too loud!

No happy medium!! A few taps up is too quiet, the next tap up jumps it WAY too loud. Theres got to be something out there to even out the volume step up/down but in all my time looking, I've yet to find anything. It's been an issue across all devices, brands, os versions, and media apps. Help!!!
Current devices: samsung tab a, samsung tab s6, samsung A53 5g via jbl flip 4 and Aiwa Exos 9. My buds haven't had the issue. Those just seem to be rather volume Restricted.
Note: it was workable back when bluetooth speaker volume was controllable INDEPENDENT of the device volume control, but now that wise @$$ devs got around to overthinking things, they're one and the same...

Yes. Its even with eq off and negative values, like it's stepping by decibel values, just not evenly between steps. Thx for the welcome!
