Those toggles are gone. You can use the stock Power Control toggle bar, or download 3rd party ones from Google Play. I like Power Controls (not to be confused with the stock one):

How do you get the toggle bar up or widget with this app?
Add it to your homescreen as a widget (select the Power Controls widget, not the Power Control widget--that is, select the plural one). You will get a chance to customize it before you add it. You can also modify it after you've placed it on the homescreen by going to the App screen and selecting Power Controls.
I do not have a Power ControlS widget to choose from. I really like what I see from the App, but it does not offer me a widget to add to one of the home screens.
I did a factory reset yesterday to see if I could get my battery life back to where it was, and found this thread last night, so I downloaded it. I hope to be able to get this widget, because I like having that option.
Oh, one more question. I see there is something about the notification bar (or widget). Is that the widget we are talking about, or can we get it to one of the home screens?

One problem I've been noticing with ICS is that if you install a widget from Google Play, it doesn't always show up in the Widgets list unless you reboot (just power down and power up again). Try that--after you power up again, you should see Power Controls in your widgets.
Power Controls does have a feature where you can have it show up in the pulldown Notifications rather than as a widget on the homescreen. If you select Power Controls from the App list, you'll get the menu, and by touching the check mark where it says Notification Widget, it will show up in the Notification bar, where it still acts as a toggle.
