Touchscreen not working when plugged into outlet

Don't know if this has been posted. but is anyone having issues with the touchscreen not working when its plugged into the wall outlet to charge? As soon as I unplug it, it works, then plug it back in and nothing on the screens reacts to my touch.
 
I found out the issue. I was using a cheap usb wall plugin from monoprice. As soon as i put the one that came with phone it was working fine. I used the cheap one for my blackberry and had no issues. Weird!
 
I just tried to duplicate this (also with a cheap usb I got off ebay a while back) and didn't have the problemso I'm guessing this was a fluke.
 
i had purchased 2 USB charger from monoprice, they are different. One wouldn't let me use the touchscreen at all and the other would sometimes. When plugged into the one HTC provided, it worked fine, when plugged into my ipod one, which is genuine apple, it works fine too. Wonder what these cheap USB are doing to the phone, hmmm. They charge it fine, maybe I should stop using them.
 
I have some solution, which may fix the error.
Urgent (Emergency Method):
Actually, it (maybe) happens when the electric current is not passing or is passing in huge amount through the screen. So, when we touch anywhere, it doesn't respond because of so low/zero/so high amount of electric current passing through it. I just put my one finger into the usb port gently, put my naked foot on the floor and then tries to touch the screen, and it really works 70-75%. As +ve and -ve charges got connected and hence the screen works.

Safe Method:
Just turn off the Gloves Mode while charging.

Safe But Not-Safe Method:
Removes Glass Screen Protector from the Screen, rub it with a clean, small and dry cloth. Turn Off Gloves Mode.
