It depends on the app, actually.

I can't just copy the MP3 files for Overdrive. It hides some sort of indexing/license file somewhere in the app data directory. So, I end up downloading again to the phone.

Well, you can copy the MP3 files. But, you'll have to use an MP3 player instead of the book app. So, you won't have bookmarks and will have to manually move chapters, etc.
