My Mother (age 90) has seen my Note and wants one herself to play games on. She has no internet connection. Is there a way that I can download Apps on to my Note and transfer them to hers when I visit her?

I'm not positive of that but can you use your phone as a hot spot and download off your internet connection

Is there internet nearby? Like a McDonald's, coffee shop, library, community college, etc? Maybe the Note needs to take a little field trip to get apps loaded.

Not that I know of, I will have to take a field trip to find out. The problem is that I live miles away from her and we only go over to do her shopping once a fortnight. She would have to do without it for two weeks if I brought it home to load stuff for her.

Yes you can!!
You can transfer the apps with Windows Explorer to your laptop or to a Micro SD card ,take it with you to your mother and transfer the files on your laptop or sd card to your mother's device.
