I hope this isn't posted anywhere else, if it is I apologize. I am confused with these laws on how to travel to another country and use a local SIM. Is it legal? How do I go about do that? I am ***** when it comes to this subject. Please be kind :)

It is not against the law to travel to another country and use a SIM from that country. Most carriers have international roaming plans for their customers. You also have the option of purchasing a prepaid SIM while visiting the country you are going to and placing it in your phone.
 
If you use a prepaid SIM, doesn't your phone have to be SIM unlocked?

It does and most carriers will unlock your phone for overseas travel with no problem. They just like to give you a hard time about unlocking it for other local carriers.
