Turn OFF wifi

I want wifi turned off. Every time I restart phone, or each software update, wifi is ON by default.
I cannot see any setting to stop this - only have "location" set to GPS so it isn't this!
Any ideas?

Have a peek in developers options for aggressive WiFi settings...
Also check permissions for apps to turn on WiFi at will

Ta. Worked out it's the Gear S plug-in so will check Gear settings next.
