if you mean like ota antenna tv, then probably not, otherwise i like droid streamer for streaming tv episodes and even movies it works well with

I've tried droid streamer and wasn't all that impressed. But it is the best option for those phones that can't run flash. It's on the market, try searching for it as one word.
 
this is more for the satellite crowd, dish newtork to be exact - but... a 722 HD dvr plus a sling adapter together with the dish app using my home wifi gives a pretty good stream without much lagging and of course access to my dvr recordings (alternatively using 3g only gives a pretty laggy stream, close to unwatchable). Anyone with dish and a 722 receiver needs to check it out if they haven't already.

basically once you have all of the componets in place you can get anything on your dish plan (your channels & any dvr recodings) to play back anywhere you have a live internet connection, smartphone, pc, laptop, etc...

you are probably missing the sling adapter and you have to your 722 receiver hooked up to your home internet connection (orjust ahev a 922 receiver with built in sling), on the 722/adapter config - dish is running a promotion right now (that I got in on) where you can get an adapter for $99 and get a $99 rebate (prepaid card) after 45 days, check the link below (and the fine print) for more details, good luck...

You don't need Dish Network... you only need the Slingbox (Classic would probably be sufficient for the low resolution on our phones.) you can broadcast any television signal. Slingbox.com... I got my slingbox on eBay for roughly 40 bucks. The Slingplayer app is about 30 dollars unless you can find a different source for the apk file. I have my Slingbox hooked up to my TiVo which is hooked up to my DirecTV. Well worth it, streams are meh on 3g but they work.
