Ultrasonic Fingerprint Sensor - How Secure Is It?

Normally with all these phones the biometrics stay on the phone on a separate chip that's encrypted and usually the OS itself can't even go in it. It can only ask yes or no questions and provide the data.. then the chip checks and hands back a yay or nay.

Yep. IIRC they all have one. Apple calls it their secure enclave. Others have their names but are their own fortress basically where nothing can get in it.. can only ask the security guard if the presented information matches for a yes or no on allowing it.

Just playing devil's advocate here. Samsung manufactured the device. Would they not have the means to access the scans?

Nope. It never leaves the device. It stay on the phone on that chip. That is why when you restore a phone you can't just "restore" your fingerprints you had setup before since it doesn't carry over like that.
