I registered here just to provide some information. I recently bought a Galaxy Tab 4 and I was unable to connect to my home WiFi (stuck at obtaining IP). I tried all possible solutions and I googled around and saw that this seemed to be a common bug on android where you simply can't connect to certain wireless networks.
How I solved it:
I've got a D-Link DIR-645 router, I went to see if my firmware was up to date which it was, however on D-Link's website I noticed that there was a beta-firmware available so I decided to install it and after that I was able to successfully connect my tablet to my network. The router settings are identical to before and no other changes were made
So it might be worthwhile to check your router firmware if you have this issue
