Unable To Turn Off Developer Options

I've been having this issue ever since the 4.0.4 update. My Developer Options are always turned on and "Stay Awake" while charging is always selected. I'm unable to turn this off. I can uncheck "Stay Awake" and turn Dev. Options off, but when restarting the phone, "Stay Awake" is checked again.

Anyone else having this issue, and is there a fix for this?
