Unauthorized App notification whenever wi-fi is turned on Galaxy S4. Help!

So I just downloaded Android 4.3 for my GS4 and since then whenever I turn on wi-fi I get a notification saying an unauthorized app is trying to access the system. It is preventing me from using wi-fi at all and is really costing me in data usage. What do I do?

I'm not rooted. And it's my wi-fi. I turn on wi-fi and i get the notification and now my wi-fi doesn't work anymore. When i open up the notification i had 3 options: View Apps, Update Security, and Cancel. I updated the security just like it said to do and it still didn't work.
