Uninstalling system apps

I have been attempting to uninstall chrome by rooting and using a variety of uninstalling apps, every time I finish it shows that it is completely gone until I reboot the phone and then it comes back. I have been told that it is likely another app that I need to uninstall first. What app could that possibly be? There are so many google apps on the phone, Which ones should I try to uninstall before attempting to uninstall chrome again?
Also another question is are there any browsers compatible with android that do not have private tabs?
