Unknown app has access to location. Pie.

Android 9. I'm trying to disable my location for all apps and Google services, yet it shows that 1 out of my 21 apps still has access to my location. I checked system apps and all apps and I have it switched to off for all of them, yet there is an service of some kind with location access.

Android System, probably. That's how Android Device manager can locate your phone for you if you lose it.
