Unknown (sort of) Android 11/LG Velvet Wifi Battery Drain

LG Velvet, Android 11, I've exhausted all background data and wifi useage settings I could find. When wifi is on there is a continuos wifi usage causing a battery drain. I've used an app to detect what apps are using wifi and how much wifi they are using. The culprit appears to be "the android" symbol and "tethering." My tethering is off and all tethering settings have been checked. This happens when the screen is locked or unlocked. Any thoughts on what this continuos wifi usage can be? I've attached a screen shot from the wifi usage monitoring app.

Try going to settings >apps>find tethering and tap , clear uts data then force stop it

No option to force stop tethering. Tethering permission is Phone and unable to deny. Can't clear data or cache. Other apps included in tethering usage is Cell Broadcast Service, Network Manager, com.android.server.NetworkPermissionConfig. Background restrictions in place, not excluded from power saving exclusions.

Then again. I think this only happens on my home network. My battery didn't seem to drain at work on the wifi network. Figured this could be useful information!

Another to check go to setting>connection>Mobile data usage >should have WiFi usage there see what the default system is saying instead of 3rd party ?
