When your device boots the Samsung logo will disappear really quickly. If it's locked it will stay on the screen for a few seconds.

I did this and accidently hard bricked my phone with the new rom. Now im having nothing but problems. Do i need to re lock the bootloader?

No just unlock and flash. If your device bricked when you flashed a rom it probably means you were still locked.

it's defiantly the posted program that did it.

Sort of wondering if that "E-Z Unlock" is supposed to work with Android 4.3? I wouldn't bet on it. However, you should be able to get one of those USB jig things on eBay, and then use Odin to write a full stock working image onto your phone. There may be other ways to recover, but that's one way.

First off - you shouldn't have been using that app to try to unlock the bootloader on 4.3: the 4.3 bootloader is protected by Knox, which prevents tampering with the bootloader. (There's a good reason that you don't find that app in the Google Play Store any longer.)

You can try the instructions in this thread http://forum.xda-developers.com/showthread.php?t=2581166 to try to recover from the hard-bricked condition.

If that doesn't work then a JTAG service (ex. http://mobiletechvideos.mybigcommerce.com/samsung-galaxy-s-iii-jtag-brick-repair/) is your last option.

It's not. The Knox component of the 4.3 update modifies the bootloader to prevent this sort of thing.

Since he used the term 'hard-bricked' I take that to mean that the phone won't boot into Recovery mode or Download mode.

You're right that a JIG is a last-ditch effort to get the phone to boot into Download mode, and if it does then you may be able to use Odin v3.09 to write the full image to the phone.
