Unlocked Galaxy Grand Prime now SIM locked...

Hello,
I bought an unlocked Galaxy Grand Prime in Canada from Staples Business Depot. I made sure it was unlocked/.unbranded.

I then used the phone for a few months in Canada with a Mobilicity SIM card (Which I have been assured by Mobilicity would not lock my phone)

I then took the phone to Australia and got a Telestra SIM card, thinking it would work (right tri-brand antenna to handle the Mhz here etc)

When I put in the SIM it asked me a 'Network SIM Unlock Code'

Staples, Mobilicity, Samsung,and Telestra are all saying it's not their fault and they don't know why it would be locked. It doesn't seem to be a regional lock issue.. as that apparently would ask for a different thing than 'SIM Network Unlock'

i WOULD GO ONLINE AND JUST PAY FOR AN UNLOCK CODE BUT i WANT TO MAKE SURE THAT'S REALLY WHAT IT'S ASKING FOR... Will a standard unlock code work?

I need this phone for GPS/contact when I am out in the outback doing a multi-month charitable bicycle ride. If anyone could help I would be extremely appreciative!

Staples phones are all factory unlocked and for Canada networks it's a possibility that it may not work in other countries...did you try putting your original sim back in?
 
Original SIM works fine... But I need an Aussie carrier as I'm here for a year and do not want to be thousands of dollars in debt...

Like I said I thought maybe it was region locked... which I can apparently disable with a 5 minute call in the new country... But its saying SIM network lock, not region lock (and both samsung and new carrier say it's not a region lock prompt)
