Not sure if my phone has issue or not. Even I turned the in-call volume to max.

I already found the volume slider goes back to the default volume which near the middle at some point. I hate to keep turning the volume up all the time because it won't stay there. I found when I had my T-Mobile SIM in the phone it was never the case. Only with a Verizon SIM it's happening. Also seemed the same issue when I had my factory unlocked Note 9 on Sprint before.

Anyone has experience like that?

Not experiencing this on my unlocked Note 10+ with TMobile sim or Att.
Maybe go into Settings type "reset" in search bar "reset settings" see what happens

I tried. This make me thinking it's related to SIM carriers that has CDMA. I am just guessing.

I mean it only happens when you put the Verizon sim in so there's that, but doesn't make sense to me to do that

Go into your settings and search for Media Volume Limiter and make sure it's turned off.

Also, are you using the stock dialer, or a 3rd party dialer?
