Unlocking a pixel 7 pro

Can a new pixel 7 pro, that has never been provisioned on any provider and is locked on T-Mobile, be unlocked.

If so, how??

In Canada if you own the phone outright cell providers are obliged to unlock your phone for a nominal fee.
I see the states haven't changed.

You most likely have to contact TMobile to sim unlock it since its a branded phone
